  • ABSTRAK Based on the preliminary study, the reseacher found that the students' writing ability in peminatan class of XI MIA 4 was still low. The students also argued that writing was the most difficult skill, so they had low motivation in writing. The teaching strategy which was not varied made the students reluctant to write. Besides, the reseacher also found out that the problems faced by the students in writing were in generating ideas and they often got stuck and difficult to develop the ideas into a good paragraph. Tosolve theproblem,the researcherimplemented writing process through Interactive Pair Outlining strategy to enhance teaching andlearningwritingactivityinclassandtoimprovestudents’writingabilityinwriting hortatory expositiontext. The researcher used Interactive Pair Outliningin writing process since most of the students had problem in generating their ideas into a paragraph. Therefore, students needed a guidance which could help them in writing in the form of outline. Besides, the implementation of pair discussion in constructing the outline also would help the students get more ideas. The reseacher also used writing process which covered four steps: pre-writing, planning, drafting, and post-writing. The implementation of Interactive Pair Outlining strategy in process writing was in planningstep. This strategy helped the students built their ideas and developed it into a good paragraph. The design of this study was Classroom Action Research. This study was conducted in one cycle which coveredsix meetings. The subjects of this study were the students of peminatan class XI MIA 4 SMA Negeri 7 Malang. The study was focused on improving students writing abilityin hortatory exposition text and students’ participation during teaching and learning process. The instruments used were interview guides, questionnaires, obsevation checklist, reseacher’s field notes and writing test. The criteria of success were set according to the score which was 70. The result of data analysis, it could be stated that this study was sucessfully meet the criteria of success which had been set by the reseacher. Students’ score were improved and they showed the positive response toward the implementation of writing process through Interactive Pair Outlining strategy in teaching writing. The result of data analysis showed that 18 students out of 20 students showed the improvement up to 10 points and 90% of the students obtained score above 70. Moreover, more than75% of the students gave positive response toward this strategy. The successful result of students improvement in writing ability in this study was affected by the procedure of the implementation the strategy as follows: (1) students were guided to brainstorm ideas about certain topic, (2) students were assigned to do pair discussion in constructing the outline, (3) studentshad to make the outline individually, (4)students made a draft individually, (5) students were given feedback from teacher and peer, (6) students revised and edited their works based on the given feedback. In conclusion, writing process through Interactive Pair Outlining strategy could help the students to develop their ideas and organize hortatory exposition text better. This strtaegy could improve students’ score and motivated the students to be more active in teaching and learning process. The implementation of Interactive Pair Outlining strategy in writing process also helped the students to find and develop their ideas then put them into a good paragraph of hortatory exposition text..
