Homeless and beggars are one of the disadvantaged and disadvantaged groups because they are more often encountered in unusual circumstances, such as in front of supermarkets or shopping areas, on pedestrian bridges or in every patio store. In addition, its existence makes the local government and local society uneasy. Pasuruan city is one of the cities in the eastern Java province which holds the title as a city of trade, industry and services. Now, Pasuruan City is also growing rapidly with the establishment of offices, shopping centers, factories, entertainment facilities and so forth. This is what encourages urban people to try their fortune in Pasuruan City. For those who have enough knowledge and skill it is not impossible they can survive in this city. But on the contrary, for those who have not been lucky it is not impossible also they connect their lives to homeless or beggars. After traced most of them come from the countryside, outside the area of Pasuruan City. The presence of homeless and beggars also concerns the interests of the government especially in the streets of protocols, stations, and public places. Their existence can give a negative impression on the existence of cleanliness and the beauty of the city, and make it difficult in the security and order courts of the city. This research was conducted to find out the form of policy program, implementation of policy program, effectiveness of Pasuruan City Government program and factors influencing the effectiveness of government performance in handling homeless and beggars. Data is any information or information related to the purpose of research (Arikunto 2013: 78) while the intended data in this study include: (1) primary data, ie data obtained from the results of direct observation of informants, (2) secondary data, ie data obtained not from the results of research direct researchers. This study takes primary data from Pasuruan City Social Service using interviews and field studies. After doing research in the field, the reality of homeless and beggars in the city of Pasuruan shows that it takes a lot of parties involved to handle the problem of homeless and beggars. The existence of homeless and beggars leads to the impression that the area has not been maximally addressing social problems in the region. The need for life makes most people should be able to survive in all conditions. Everyone must work hard in order to meet the needs of his life. But not all the efforts they do will be paid with success, many are still economically difficult even though they have worked hard. The results showed that the number of homeless and beggars for 4 years the number of homeless people decreased in 2015 to 2016 by 56 people and in 2014 to 2015 beggars declined from 132 people to 110 people until the year 2016 the number of beggars declined up to number 97 However, despite the decline in 2017 the number of homeless and beggars has increased for the homeless from 2014 70 people increased to 78 people by 2015 and increased again in 2016 amounted to 22 people to 28 people in the year 2017 as well as on the number of beggars increased in 2016 97 people to 103 people in 2017.
