  • Development is about the improvement of the potential of people to emancipate themselves. That is, “to give them greater control over their own lives”, which is often referred to as ‟empowerment‟ (Kingsbury 2004). Under the broader empowerment approach to development, this approach is fundamental to alternative development. The empowerment approach, according to Friedmann (1992), one of the leading scholars in alternative development, places an emphasis on autonomy in the decision-making of communities, local self-reliance, participatory democracy, and social learning.In discussing the place of community within development, Kingsbury‟s (2004) idea of development is worth emphasising. According to Kingsbury, development is “about improving the lives of people”, thus, it should start with people (2004:221). These „people‟ are the same as „community‟, the typical (and favorite) site of development interventions.
