- This study aims to examine the effect of budgetary fairness on apparatus performance and examine the effect of budget goal commitment mediation between budgetary fairness and apparatus performance. This study uses quantitative data types and primary data sources to measure the variables studied. The population in this study is Non-Village Regional Government Organizations (RGO) in Surabaya with 61 organizations. The statistical analysis used is Partial Least Square (PLS). The results of this study indicate that budgetary fairness has a positive influence on apparatus performance. In addition, the results of the study also showed that the budget goal commitment did not mediate the relationship between budgetary fairness and apparatus performance.
