The Civil Service Law is regulated in Law No. 5 the Year 2014 which asserted a mandate of using the Merit System as a method that forms a basis to openly electing high positions and the implementation of this system in all agencies. With the existence of the Merit System, a State Civil Apparatus Commission (KASN) was formed to have the authority to oversee the application of the Merit System in ASN policy and management, as well as the implementation of basic norms, codes of conduct, and ASN code of conduct based on the acquisition of authority through the delegation of the President in a law with responsibility weights on the delegation's recipient.
