- Right to Manage is one of the rights for the state to control which is often to be the object of disputes. An example is the dispute between residents of Perak Barat Surabaya and the holder of State Land, namely PT Pelindo III. The two sides initially entered into an agreement to use a portion of land where residents pay rent every year, but in 2016 residents refused to make payments resulting in the termination of the agreement but residents refused to leave the land. There were differences of opinion regarding ownership and authority over the land. Residents feel that land is land that has been physically controlled in advance by them, and feel the lease on the land of Management Rights is not included in the authority in the authority of PT Pelindo III. PT Pelindo III turned out to have a judicial mastery evidenced by a certificate of Management Rights that was proven to meet the legal requirements of legitimacy, that is, both viewed through authority, substance, and procedures. Related to the authority of PT Pelindo III in leasing land for Management Rights, it is known that there is a term of cooperation on state property.
