- The research is conducted to achieve 3 (three) aspects. The first is to Describe and to understand completely the fundamental nature of human resource optimally in the theme ofregjonal autonomy in the theme of regional autonomy. The second is to be aware of the improvement of strategy planning formulated by Surabaya City Development Planning Council after the implementation of regional autonomy law. The third is to explain. to analyse and to offer a rational solution concerning an effective and efficient society participation and empowerment mechanism in the development planning process of Surabaya.
