- Community Reading Center is an institution that provides reading material that needed by the community as a place to organize reading and learning skills. Kawan Kami community reading center is located on Putat Jaya II A street no. 36 Putat Jaya, Sawahan district, Surabaya. Kawan Kami community reading center interesting to study because it is located in a former prostitution area. The research problem are how the function of Kawan Kami community reading center to the children and the people who live near the area and how the management effort to Kawan Kami community reading center to use by local community. This study uses qualitative methods with functionalism theory. This reseach result shows that Kawan Kami community reading center serves as a gathering place, increasing interest in reading, increasing interest in learning, religious learning, as well as art learning, information resources and assist in the field of economy. Meanwhile, the effort made by the manager for Kawan Kami community reading center to keep running by the local community are to conduct activities or activities that are in demand by the local community, which is the learning guidance activities that conducted every week.
