- This study aims to describe and explain what factors support the success of the Community Empowerment Cadre (KPM) in enhancing the capacity of the community in Kampung Kue in Rungkut Lor, Surabaya City. Kampung Kue is a Micro Small and Medium Industry which is formed from the results of empowerment carried out by KPM in order to improve the capacity of the community. In order to empowering village communities, KPM carries out its role as an accelerator of change, intermediaries, educators, planners, advocates, activists, and technical implementers. To carry out its role in empowering the community is influenced by the factors of organizational success in developing UMKM from Sanusi and Harold J.Leavitt. This research is a qualitative research with descriptive type. Data is collected through in-depth interview methods, observation, and documentation. Determination of informants was done purposively. Qualitative data analysis was carried out in stages, namely data reduction, data presentation, and conclusion drawing. Data validity checking technique used triangulation of data sources. The results of this study show that there are factors that support the success of KPM in increasing the capacity of village communities through the UMKM Pawon Kue. The success of KPM in enhancing the capacity of the community cannot be separated from the implementation of the role of KPM which has been regulated in the Ministry of Home Affairs Regulation No. 7 of 2007 concerning KPM (Community Empowerment Cadres), in this regulation the role of KPM includes accelerator of change, intermediaries, educators, planners, advocates, activists, and technical implementers. The success of cadres in carrying out their roles is supported by factors that include financial support, marketing and promotion, technology, government support, business planning, entrepreneurial skills, financial institutions, and human resources.
