- City is a space where men do all their activities. Most of large cities have continuous activities for 24 hours. That generates garbage. The public role in a garbage-making will greatly support the process of garbage problem solving in the public. The involvement and active participation of citizens are reflected by the behavior of citizens in doing activities or related to the overcoming of garbage problem. In this case, it is also related to hygiene problem. Citizen behavior refers to the concept of garbage and hygiene which was still handled directly by government. The behavior was manifested in norms which prevailed in the public, such as: often throw garbage randomly, do not keep the environment cleanliness, etc. Changing the countenance of city into a city which is clean, comfortable, and healthy will involve many parties, including the public participation.
