Stage I has been completed. The article examines an analysis of the learning process, identification of students' initial characteristics and behaviours, the arrangement of basic compentence and the indicators, the writing of standard tests, the arrangement of learning strategies, development of learning materials as well as the initial design of model based e-learning.
