- ABSTRAKKemiskinan merupakan suatu hal yang tidak pernah lepas dari kehidupan masyarakat. Seperti yang terjadi di Gampong Paloh di Kecamatan Pulo Aceh, Aceh Besar. Penyebab terjadinya kemiskinan di daerah Gampong Paloh, kecamatan pulo Aceh dilatar belakangi oleh faktor letak wilayah geografis kepulauan. Jauh dari pusat kota ataupun pusat ekonomi menyebabkan akses transportasi yang sulit. Sarana trasnportasi yang tersedia masih minim tidak memudahkan serta melancarkan distribusi barang dan mobilitas manusia ke wilayah gampong Paloh, kecamatan Pulo Aceh. Pendidikan masyarakat di Pulo Aceh mayoritas adalah lulusan Sekolah Dasar dan Sekolah Menengah Pertama menunjukan faktor pendidikan penyebabkan kemiskinan. Penelitian ini bertujuan untuk menjelaskan Bagaimana terjadinya kemiskinan dan melihat bagaimana penanggulangan program pengentasan kemiskinan yang dilakukan pemerintah serta melihat dampak program pengentasan kemiskinan. Jenis penelitian deskriptif dengan pendekatan kualitatif. Teknik pengambilan sampel menggunakan teknik purposive sampling. Data diperoleh melalui wawancara mendalam dengan informan yang memenuhi kriteria subjek penelitian, serta memberikan informasi relevan yang dibutuhkan dalam penelitian. Hasil penelitian ini menunjukkan bahwa, kemiskinan yang terjadi di Gampong Paloh masih berlangsung. Program pengentasan kemiskinan terhadap masyarakat masih sangat kurang dan masih jauh dari harapan warga gampong paloh. Ada beberapa program pengentasa kemiskinan yang masih minim dirasakan oleh masyarakat yang belum sampai ke warga gampong paloh padahal program terebut sudah rilis dan sudah mulai dikerjakan oleh pemerintah kabupaten. Dibutuhkan turun tangan pemerintah kabupaten, pemerintah daerah untuk segera menangani persolan kemisikinan di kecamatan Pulo Aceh khsusunya Gampong Paloh.Kata Kunci : Kemiskinan,Pemerataan Sosial, Gampong PalohABSTRAKPoverty is something that has never been separated from people's lives. As happened in Gampong Paloh in Pulo Aceh District, Aceh Besar. The cause of poverty in the Gampong Paloh area, Pulo Aceh sub-district is motivated by the location of the geographical area of the archipelago. Far from the city center or the economic center causes difficult transportation access. The available transportation facilities are still minimal and do not facilitate and accelerate the distribution of goods and human mobility to the Gampong Paloh area, Pulo Aceh sub-district. The majority of community education in Pulo Aceh is graduates of elementary and junior high schools showing the educational factors that cause poverty. This study aims to explain how poverty occurs and see how the government alleviates poverty alleviation programs and looks at the impact of poverty alleviation programs. This type of research is descriptive with a qualitative approach. The sampling technique uses purposive sampling technique. Data obtained through in-depth interviews with informants who meet the criteria of the research subject, and provide relevant information needed in research. The results of this study indicate that, the poverty that occurred in Paloh Village is still ongoing. The poverty alleviation program for the community is still very lacking and is still far from the expectations of the gampong paloh residents. There are a number of poverty alleviation programs that are still lacking in the people who have not yet reached the village of Gampong Paloh, even though the program has been released and has started to be done by the district government. It is necessary to intervene the district government, the local government to immediately handle the poverty problem in Pulo Aceh sub-district especially Gampong Paloh.Keywords: Poverty, Social Equity, Gampong Paloh
