- In 1995 it was presented before the Commission of Labour Relations of the UNLP, a proposal of ideal structure of the Libraries of the Schools, which included an study of the current status of its personnel, a brief summary of the concept, mission and objectives of what academic library shold be a and a description of positions and functions. On the basis of that study, the following problems were detected: lack of professional personnel, non up to date professionals, lack of stable personnel and absence of a qualification program. In the present work a revision of existing literature was made on the subject and from it, a proposal was elaborated to contribute to the improvement of the situation descripted before, by means of the implementation of a Program of Permanente Capacitance(PCP). The proposal departures from the definition of goals and objectives of the libraries in which concerns the mission and ideal performance must fulfill its personnel, it confronts them with the real situation and identifies the necessities of training and qualification of the personnel.
