- The method of total quality management accomplish the basic principles of adults' learning. The continuing training of working people in academic libraries can operate in two hubs with similar starting-point and target. The first includes the new trends to the theory of personnel training, and the second unfolds the recommended method for continuing personnel training in libraries, that supposed to be the appropriate method for the implementation of these theoretical trends in library's environment. The common line in these two hubs is the maximization of library's efficiency and the satisfaction of users' needs, and the common target is the quality in the information environment.
