- The rapid rate of concentration and revival of knowledge in combination with the potentials and prospects in computer science and telematics, make more than ever necessary the collaboration between carriers of information. The informative substrusture of a country owes to exploit the existing sources in a rationally formed network of informations, that would make productive the benefits of planninig, collaborating and financing. Basic requirement of this substructure, necessary for its cohesion, is "common strategics". Examining Academic and other kinds of Libraries we establish that there are many factors that cause the differentiation between them. Nowadays, at the beginning of the 21st century, the need of re-examination of collaborations between Libraries and their network becomes important and it keeps pace with the need of institutional and organizational renewal, that will ensure the speedy introduction of innovating functions, the harmonization of functions and the best services provided for the public.
