- The functioning of a University operates as a "lever" of economy in the "society of knowledge". In an international environment where human activity is determined, the contemporary legal or administrative entities that operate within education do evaluate their reformed frames of activities mainly through alternative forms of education. These forms are expected to support effectively the adaptation of learning process to all the basic features or needs that characterize the societies by the end of 20th century. The most important features are 1) the speed to appear new scientific branches. 2) Devaluing of previous knowledge. 3) Introduction of new professional activities that require interdisciplinary or specialized knowledge 4) The impressive evolutionary spread of technology that by new "products" obliges extensive changes in each aspect. These changes require among other needs a complete review in the way, how the flow or the renewal of knowledge and information operate within the educational process and in professions. These facts introduce extensive needs for new administrative and technological frames to manage the access of educational information. All these features have brought up to the societies of 21st century a number of new employment forms or working environments that should be taken into account by Universities through fast adaptation processes within their own traditional structures. The human potential that is involved in education has been unprepared to respond fully towards these new features, where: a) Education, learning process and library functioning tend to operate as a whole entity with overlapping roles, b) The e-based educational material (multi-media, sites, notes and software on-line or off-line) need to be built in completely different approach than the one with printed material, requiring therefore a number of new special services. An immediate consequence so far has been to reform Library services and to support its operation within the existing frames of the educational process. However the full adaptation of Library functioning within a University develops a need to search how humans learn through the various educational models and on which basis one may separate the educational process for a slow or fast re-adaptation of the relevant educational "material". The lecture presents the most basic features of existing educational models on the basis of educational needs of a modern society by taking into consideration the form of educational "material" and how this is accessed. On this basis the "new" needs of library operation suggest its consideration as a whole entity among librarians, library users and teaching staff that supports the educational process. It is argued that the support/reform of the technological and administrative structure of library services in the 21st century has to be based on results that come from experimental educational research. In practice this may be achieved through the establishment of a unit that deals with e-publishing and by a separated advisory unit dealing with the form of e-based educational material. On this research should be based on the actual features of potential library users, so that operability, functionality and cost control are maintained optimized. It is proposed that both processes should be tried as pilot research program within the NTUA of Athens due to its technological character, its existing technological up-dates and due to the importance of it as educational Institution within the Greek society.
