  • Libraries are at a phase of continuing change, because of technological developments on computers and telecommunication networks and their affect at the production and distribution of information and knowledge. This technological change is followed by managerial changes while the goals and the roles of libraries are under reexamination. It is a matter of fact that the major capital of every organization is the Human one, which is charged to achieve the innovative methods and changes. The roles, which the staff is called, to succeed are examined, in order to manage the mission of the modern context. The leaders of the libraries are entrusted the responsibility for the effectiveness of the change, but also the preparation of librarians to the new roles and the new environment mainly via continuing education. Staff development extends beyond the training on technological tools or on the behaviour to users, to managerial methods and innovative procedures.
