- Many tools have been developed since Open Archives Initiative has emerged. It’s inherent patterns have permitted broadening diffusion and access to electronic documents available in the Internet. So, Thematic and institutional digital repositories were developed. The Institutional ones are considered as an innovation for electronic document managing within Universities. The Institutional Repositories (IR) make feasible the administration and the dissemination of the entire organization’s own digital materials. Brazilian Institute for Information in Science and Technology (IBICT)’s expertise in the utilization and transferring of these technologies is briefly described. It’s emphasized that IBICT has an important function in advising all stakeholders about their duty and about the need for librarians’, implementors’ and information managers’ leadership in this context. The paper reveals that efficiency in adoption of IR relies upon parts commitment and application of institutional policies for repositories’ effective application, rather than on a simple activity of technology selection. Policies were extracted from specialized literature, from the Registry of Open Access Repositories (ROAR) directory and also from the authors’ experience. It is suggested that these policies be clearly expressed in terms of the deposit, publishing and access processes. Also, policies must include explicit definitions of the authors’, editors’, peers’ and metadata revisers’ roles, amongst other factors. Finally, guidelines are provided for the development of appropriate policies for institutional repository implementation in High Education Institutions.
