- Development of the Public Libraries in Latin America is unequal. Several countries had tried to expand them and to modernize them in successful form and others they are making efforts with a view to reaching equal or better results. This work treats, first identify factors (historical and conjunctural) that had favored to impulse public libraries in our region, mainly in Brazil, Colombia, Mexico, Peru and Venezuela; and second, from knowledge of those factors, to propose guidelines that could help to formulate policies and strategies of development for public libraries at local or national level.
