- This paper analyses the situation of public portal and its relationship with the evolution of e-governent services, introducing the main differences between public and private portals. The users of information are analysed, establishing four basic categories: citizens, business, civil servants and public organizations. The importance of a user-centred e-egovernment is highlighted. A classification of the portals is introduced and the relevance of thematic portals in fostering r+d and innovation is emphasized. Finally, some future prospects of thematic portals evolution are theorized.
