- This article approaches, analyzing the legal norm and one recent survey, the problematic one of the development of human resources in archives, libraries or compatible centers within the Valencian Autonomic Administration. Classification and staff, mechanisms of motivation (formation, finantial incentives or of another type) and administrative race are analyzed in detail. The almost absolute absence of the present mechanisms of development of human resources in this administration and centers, with the consequent lack of effectiveness and efficiency, are the result of the terrible organizational design.
