Design, development, implementation and maintenance</subject><description>The study argues that Information and Communication Technology (ICT) Development in a university, research institute or organization whose mandate is not electronics, computer hardware or software development and or related research is not acquisition, research, development or distribution of ICT related stacks and solutions. It is mainly application of ICT to improve speed, efficiency and quality of activities which are the institute&#x2019;s mandate, and development of an ICT infrastructure to facilitate that. Hence ICT should mean there the convergence of information recorded in traditional and digital media, their storage, organization, retrieval and dissemination and application of ICT related tools for these functions. These are the functions traditionally undertaken by library and information service professionals. Information or content which is to be the life blood of an organization is to be pumped by its heart the library. Hence the paper strongly recommends that in forming ICT Strategy and in ICT Infrastructure Development in an Institution the major role is to be played by librarian or the Head, who is responsible for managing the information resources of that Institution.</description><publisher>Ahmedabad, INFLIBNET</publisher><contributor>Raghavan, K.
