  • The first article of the series on Library Movement in Kerala discusses the evolution of public library systems and laws in general with special reference to India. The goals and objectives of public library are outlined. The concept of modern public library system and principles of library legislation accepted all over the world are explained. The importance of public libraries for education, information and entertainment; stressing its responsibilities for adult education, literacy programs, sustaining literacy, agricultural extension, and health and hygiene education are discussed. Role of public libraries for people’s participation in democracy is stressed. The article points out that the objectives of a public library can be fulfilled only if each library forms part of a public library system consisting of National Library, State Central Library, District Library etc and village libraries forming the service outlets of the system. In such a system the information resources of the nation will be pooled and shared so that the total resources will be at the disposal of every citizen for use.
