- Reading has been an fundamental element for the integral human development. The learning of reading as well as it promotion and practice have been studied from very different disciplines. The arrival of developing countries in the globalization force politicians to compete in new contexts by trying to find equal circunstances with societies with higher cultural and educative levels. Reading policies became part of this competence. Since the 1980's, Mexico, has develope an important number of programmes and projects related to the promotion of reading. These policies are not covering the real needs of a population with a lack of reading practice. In this paper the authors make a serious analysis of some aspects that are not considered in the elaboration of reading policies in the country.
