  • Abstract: The objective of this work is to analyze the coherence among library organization strategy, the required organizational capabilities and the relation between these and the desired individual competencies. It also considers the necessary alignment between the organization elements, aiming at the improvement of library performance, around of two main objectives: continuous learning (Learning Library) and the improvement of the user service quality. In order to support the theory is presented a case study based on a particular situation of learning. It is presented the participant observation of a learning process of the group of librarians in a course entitled “Competency in Information for Librarians from EPUSP”. The emphasis on competitive strategy in the Library Service of EPUSP is supported by a specialized information in Engineering and strong orientation to user/customer activities. The strategic alignment is based on the team competency in information, like a set of abilities, knowledge and attitudes. Because of this, learn is based on information search and use, in independent, individual and organizational terms. Only librarians who are competent in information are capable to take care of the users/customers information needs.
