- This paper addresses the modernization of public libraries through a series of mechanisms and innovations leading to speed, especialize and literate the process of access to information, reading, and library services. It sets as a high priority for public libraries their transformation from passive to modern ones under the concept of cultural space. All of this in order to create, with this modernization, a citizen more trained and enabled technologically and culturally to extend and access the scientific breakthroughs combined with the expectations of the international community focusing as well on the human rights and the participation in the democratic process of Mexico.
