- The application of the new technologies is creating new types of documents, such as multimedia works. These are easily reproduced thus encouraging copyging and distribution which in turn results in copyright infringement. Legislators from different countries have taken action by gradually introducing measures to adapt to the changes that are taking place and which use existing international treaties on the subject as a point of reference. Libraries affected by these new legislative measures tread on difficult grounds since they are trying to find the right balance between the right of the authors and the right of access to information. This has brought about that library associations such as IFLA take action steps by carrying out surveys on the extent of this issue.
