The simple expansion of the infrastructure Telematics would not be sufficient to surpass the serious problems of the benefit of information services, according to the requirements of a process of maintained development, for all the society, in righter and equitable bases. In effect, more emphasis in the flow of the information is put that in its effective use; the simple existence of the information is not guarantee for its distribution. The information is transformed into a value, in something abstract, independent of his suporte and requires new theoretical boardings and methodologic, new you practice and new tecnologies for its transformation and service. It discusses the problem of information like ideology, the globalization and the sprouting of the "virtual libraries", in a cybernetic space demanding great social adaptations, with its deployments in the political order, inside and between countries and regions of the world, with the replacement of the ideology by the technology. He concludes with some strategies in defense of the rights of the users and in the safeguard of the values of groups.
