Internet is nine means that, without a doubt, are revolutionizing many aspects of the society and are being a fundamental space for the innovation in many areas of the knowledge. The importance is unquestionable that has had free software in the extension and development of Internet from its beginnings. Also, it has been also important that the protocols that define the architecture of Internet are opened and been they have not controlled by one or few companies. As we will see, both factors are also determining in the technological decisions that make reference to the use of the new technologies in the public administration.
