- The library building is one of the five basic elements that make up the library today as it was in the past. The library building is designed, built and begins to meet the needs of the users after the usage phase. There may be disabled people among the users of the building (who are users of the collection or library staff). To be a disabled person should not cause any disruption in using the services provided by the library. Library buildings should be designed so that all users can benefit from all library services equally. Because everyone has the right to use the library equally. However, this purpose cannot be fully reflected in practice. Disabled users sometimes encounter problems until they come to the library building, sometimes inside the building (sometimes even in both environments). In this study, physical and visually impaired users were taken as a basis and the problems these users encountered in the physical exterior and interior environments outside the building were briefly examined.
