- The activities carried out by citizens and executed by public officials could not be carried out without the development of the doctrine and principles that the information society gathers; especially, the rights linked to access to public information (transparency and access) and the protection of personal data (privacy) that are often juxtaposed. These dilemmas must be resolved by public officials and allow the consolidation of values, freedoms and rights demanded by today's society.
