- This paper examines several experiences in evaluating bibliographic records from a new perspective, a perspective determined by recent technological developments, the globalization of information that is taking place in on-line systems and the influence this has had in both the functional structure and the evolution of catalogs: two elements become evident in those research studies: the considerable amount of mistakes found in bibliographic databases as well as the direct impact of these mistakes on on-line systems. It is also our aim to characterize the concept of "design quality" as an essential requirement in the earliest stage of the descriptive catalog process. Therefore, this paper includes an analysis of the concept of "quality", where we deal with its origins, objectives, and fields of application. This analysis provides us with the theoretical groundwork for the study of the concept of "quality based on design", as well as for the study of the elements involved in it. Finally, we look into the different descriptive levels put forward in the cataloging codes and the relationships they bear with several aspects of design quality.
