- The disclosure of scientific-technological results should become a fundamental activity of university professors to promote social participation as a generator of development. However, despite the efforts made by the Cuban Ministry of Higher Education for this activity to be successful, there are still shortcomings reported in Cuban universities. To better understand the genesis of these shortcomings, the objective of this work was the realization of a historical characterization of scientific disclosure accomplished by Cuban universities, with special emphasis on the management of local development. The logical-historical method was used, which enabled three fundamental periods to be unveiled: institutionalization of scientific dissemination (1959-1994), systematization of scientific dissemination (1994-2011), and recognition of scientific dissemination as a resource strategy for development (2011-present). The historical trends analyzed made it possible to conclude that, despite the advances made, a new conception of the management of scientific disclosure by university professors is still needed, which should be linked to university scientific policies and the promotion of local development from the Municipal University Centers.
