  • The library as a provider of access to technology is also insufficient. As derived from a study by Horrigan, John B. in the United States for Pew Ressearch, titled "Digital Readiness," one-third of Americans lack the skills needed to use the next generation of what has been termed " Internet of Things "(Horrigan, 2014). This necessitates the intervention of the librarian in training and learning, as a key resource, and as an expert collaborative partner in the management of multiformat information, both in formal and informal learning environments; Thus becoming a trusted advisor for their community, which helps users develop the skills needed to take advantage of the educational, economic and social opportunities associated with technology. Supporting in this way unique information needs of library users and facilitating personalized learning experiences. The university of the XXI century is immersed in a process of change of learning model, is being redefined as an institution. The arrival of the so-called Bologna Process or European Higher Education Area has highlighted the need for lifelong learning; As well as a new concept of teaching beyond what has been called master class; To work through seminars whose purpose is to learn by researching, which makes it inevitable that all members of the community have the skills and abilities that adequately train them in the management of information; This learning entails knowing the channels through which information flows, search and retrieval strategies, valuation and ethical use of information. Learning is understood here as the constant search for meaning through the acquisition of information, reflection and commitment to the informational fact, actively applying it.
