- Information systems have always played an important role in management organizations. Developing technology projects in emerging information units of doubt and concern of why computerize the services and more complex when trying to implement or change an application with proprietary software components to a low free software standards occurs. Infogobierno Law of the Bolivarian Republic of Venezuela (GO 40,274, 17.10.2013) requires assigned to public service use among other things free applications under standards and to have their applications autonomy authorities as well as obtain the source to create, develop and release applications that are subject to permanent changes code. The case of the Central Library of Public Prosecutions "Rafael Arvelo Torrealba" does not escape this Realize to change the library application, the current system despite being proprietary software and run under Linux servers, and stay a little outdated in some modules and some scalable to new technological and scientific paradigms. This research project aims to make a proposal for implementation of a new library management system (ILS) under the standards of free software, that allows the library to be fulfilled in the first case as us required by law and in second case for better benefits and benefits to assist with the smooth running of the activities of the Department of Public Prosecutions and the public at large, by providing literature, legal, institutional and historical information required for such attending their facilities or access the international network. Therefore, this project for the implementation of ICT in the library in question is structured as follows: First: The data sheet gives us a list of the general data of the organization: mission, vision, values, organizational structure, etc. Second: it consists of the introduction. Third: It is the definition of the project including the history, current situation, the problem statement, desired situation, project justification, project objectives (general and specific), working method and schedule of activities. Fourth: Description of the current model Fifth: Technical requirements, information and functional.
