- This work can be seen framed as a criticism of policy and research. Also as a critical review of the literature and as a theoretical test. We criticized the low level of commitment of the Spanish university with the social web, in learning management. Compared with the experiences that are taking place and the proposals discussed in the literature. And especially Spanish comparing the current situation with the advantages of the social web for learning as a means of work and occupational socialization. This article deals with a number of considerations, analysis and precedents on the widespread use of social web as a means of communication and framework for relations between students and teachers. We also considered insufficient posed by current LMS to support teaching and learning, especially in relation to the challenges and opportunities of the social web. Analysis of the need for a framework of educational and instructional design model that integrates social learning management, whose main lines we draw follows. the need for an analysis of the necessary validation of these environments conditions also arises. Finally, the article proposes, through a system based on experience, a number of responses to the failure of political institutions that provide for modalities of integration and its impact analysis.
