- From the analysis of four public popular libraries experience at a marginal section with a dense population in Medellín city at Colombia, the management process that these libraries develop are described. This analysis is made from the interpretation of the information founded in each of the libraries, and tje confrontation with the regulations and recommendations given from some statements realated with the public library. The study shows how the popular librarians, neighborhood leaders and the community organized groups, make efforts to estabilish, keep, and improve the services of public libraries in desregardede communities with a high level of primary needs unsatisfed. The study also identifies some factors and situations that encorurage the arise these libraries and others that hinder its complete working. Finally shows some considerations that looking for to be a contribution to exceed mangement kind situactions founded in the studied libraries and invite to the public popular libraries reflection from the rheories of library science.
