- The public relations, which has a very important role in explaining the reason for existence of public libraries and in providing services in accordance with their purpose; is at the same time being the most efficient way for these libraries to express themselves to their visitors. In this paper, it is tried to; research public relations applications of Narlıdere İlçe Halk Kütüphanesi which is one of the central districts of the third biggest city, İzmir in Turkey and to examine if a systematic design is achieved on the public relations issue. The aim of this research is to present the position of the library; Narlıdere İlçesi Halk Kütüphanesi whose degree of economical development is approved as above the Turkish standards, in terms of public relations together with all its dimensions. As a result of the studies predominantly depending on interview and observation; we found that Narlıdere İlçe Halk Kütüphanesi is very poor and incompetent regarding to public relations applications almost for all intents and purposes.At the end of this research, some suggestions for systematic public relations applications and the efficiency of these applications in Narlıdere İlçe Halk Kütüphanesi are given.
