- The aim of this paper is to propose a technological university libraries strategy to adapt to the changes that are occurring in the fields of learning and research. The main changes to which we will refer to are: the web is the new platform for the communication of information, this website is geared not only to humans but also machines and is promoting networking and collaboration. Moreover, this way of working is creating a new concept of information unit, shaped not only by the need to represent new forms of publishing (text, data, simulations ...) in new scientific practices, but also by changes in the nature of the creation tools and environments used. Finally, increasingly, users not only consume information but also want to be involved in their generation (blogs, wikis, youtube, slideshare ...). The implications of these changes are having on the environment of the university libraries are described: the importance of e-learning, the CRAI and the new model of scientific communication and publishing and some guidelines are given to guide the technology strategy of libraries in light of these transformations: new concept of information unit, interoperability, flexibility and open architecture.
