- Structural and context changes in the last decades of the 20th century brought about new economic, social and technological paradigms, in which information, knowledge, and the information and communication technologies (ICT) became daily things to citizens. The emergence of the Information and Knowledge Society as the successor of the Industrial Society strengthened the importance and need of information and knowledge about every aspects of today's reality, being one of the main inputs for the development process of nations, organizations or people. This new society has been a guiding line in the global economic crisis scenery, showing the tendencies of diplomatic and economic relations between nations.
