  • Applying metadata in public administration and many other professional fields is a recursivly problem that show the lack of criteria to determine the purpose thereof, suitability and technical applications needed to exploit the very high effort involved the description of the contents . Public administrations should aim for maximum transparency of information and this entails a complete dissemination of the documentary production respecting the jurisdiction and the sensitivity of it and therefore by describing metadata for better recovery. In this sense the main references of metadata used in Spain (e- EMGDE ) , Australia ( AGLS ) and Web (Dublin Core) are analyzed in terms of its method of application , clarity , ease of use , descriptive completeness , extensibility and interoperability. Analyzed the advantages and drawbacks of them, a reflection on the method of use and application of the information contained in them is performed. The result is a comprehensive design system that includes not only metadata description fields for identification , cataloging, classification and contextualization of public documents , but also of technological applications that enable recovery in specialized search engines and your website rankings . We conclude that a system of metadata easier to apply than the current , to infer directly in the source code of the web pages containing the information and documents , are an ideal method for the automated recovery and maximum dissemination of public information not only in specialized tools , but in the major search engines , to facilitate access to such information by web - Crawler programs.
