- This paper provides a basic introduction to the concept and characteristics of the Open Data (OD) to present the results of a brief survey of the state of art in two developed countries (England and the United States), the case of some Latin American countries (Brazil , Chile, Colombia and Uruguay) and finally the case of Costa Rica through the results of a survey conducted in January of 2013 to institutions participating in the pilot plan in 2012 of the Technical Secretariat of the Costa Rica Republic Government. An account held by the PROSIC of Universidad de Costa Rica of the information collected and published in 2012 in set and open data resources and application enumeration or emerging systems based on the use of these data open. Among the conclusions affirm the emerging work in the Costa Rica Open Data Project that under a model of a centralized platform and accompanied with training and disclosure process could become an exemplary case unique to the region.
