  • This article, originally presented in the Pre-Congress Seminar of the 14th International Congress of Archives(Seville, 2000), analyses the feasibleintegration between the notions of archival systemand records management into the Latin Americandoctrinal field. Therefore, the article begins bydefining the concept of archival system –includingthe impact of the General Theory of Systems–, theevolution of its implementation in Latin Americancountries and in the Caribbean and its mostoutstanding characteristics. The work continues byanalyzing the concept of records management, itsbeginnings in North America, its principles and mostimportant features, its impact on internationalarchival institutions (UNESCO, InternationalCouncil on Archives), on the existing internationalmodels (establishing a typology among originalmodels, second-generation models, models byassimilation and models in construction, in frontof the features of institutional models) and on theconceptual approximation in Latin Americacountries. In concl the author proposes an approximation between the two concepts through areflection on the notion of «records managementpolicy» –precisely its «program» element– definedby Carol Couture and Jean Yves Rousseau (in LesArchives au XXe Siècle, published in Montreal in1982), which helps to enlarge the traditional viewof the life cycle of records from types of archives(current, intermediate and historical) up to aconsideration in phases (active, semi-active andinactive).
