- We propose a reference model for electronic government (e-gov) based on the prerogatives Web 2.0. This model aims to contribute to the development of government 2.0, which are based on knowledge sharing, as well as the management and content creation for collective and strengthening government and society. We use the literature as well as the observation direct social networks that have as object of discussion platforms government - in particular the Lattes platform in the social network Orkut. The goal is to identify potential existing in these communities to serve as niches for mapping and monitoring of capital by public managers to improvement of e-government platforms. We conclude that social networks are powerful tools for creating content and sharing knowledge online, which highlights its importance in the setting of development of a governance model 2.0.
