- Open Access to publications from the user’s standpoint means possibility to use the full texts of scientific articles without any time restrictions and from any location. Whereas, for the author who intends to publish his article in accordance with the rules of Open Access, it may be connected with incurring costs of expenditures related to making the text available in electronic form. This paper is an attempt to have a look at the rules and principles of Open Access and policies of publishers with reference to the costs incurred by the author. It presents successive steps of conduct during publishing in an open access model.
