- The purpose of this chapter is to introduce the key issues and decisions to be taken when establishing or restructuring an agency charged with exercising national bibliographic control. The issues are described and discussed in general terms and illustrated with examples from real life of national bibliographic agencies. This is not an instruction manual. Every context is unique and one size does not fit all. The emphasis is on offering options and identifying the strengths and weaknesses of different approaches.
