Wikileaks is one of the most radical phenomenons in the context of openness and openly available information. Unlike Open Data and related initiatives it does not respect governmental interest of confidentiality. Administrative institutions that are trying to retain information from the public are the aim of Wikileaks and other whistleblower platforms which want to create a maximum of transparency in the public discourse.
