- The advent of postmodern social orders such as the Information Society offers new challenges and visions for the public library world. An example of this are the different names that have been visitors to library institutions,readers, users of information and now customers or consumers Along with this phenomenon library practices associated with the processes of formation of those attending the library have been modified, resulting in differentiation of the programas of users and readers. The public library must recognize the challenges imposed postmodernity without ignoring modern ideas on which is founded and which today constitute their social functions. This article aims to generate a proposal to integrate in a single space both formatives processes where prevail reader condition of the human. The aim then perform an integrated and systemic view of library programs that will lead to integral human development and in promoting the formation of critical and reflective human beings themselves and their environment from the proposed of a formation program readers-users
