  • The aim of this document ("The public library as a determinant factor for the people's use of the laws of transparency and access to public information") is to present a proposal for an assessment of the possible participation of public libraries in becoming a determinant agent for the people's use of the laws of transparency and access to public information in Mexico. The results of more than three years of experience on the subject are presented and a main area of opportunity is detected: addressing the issue of the marginalization of the potential users of those laws because of the lack of Internet access. From this proposal attention is drawn to the need to harmonize the functions of the public library with the services potential users require from the laws of transparency and access to public government information. The electronic systems of public information requests are highlighted as central elements of the positive results that have been obtained in the federal government regarding access to public information, and they provide a suitable opportunity to facilitate the use of this right to those who have not exercised it due to their lack of guidance and the resources to make it.
