- From the south epistemological approach, literacy involves notions about emancipation, policy and pedagogy. According to Freirian’s approach “a literate person has opportunities to his development more than an illiterate person”, in this quotation, converge the notions drawn above. Regarding this and the current society, so called knowledge society, a topic to tackle is to discuss about these human competences and skills related on this society, mainly in rural poor communities where people has, in one hand few opportunities to access to information communication technologies and the other hand, if people can access to these technologies, solely reach basic level of domain about ICT, but not an effective use of these. Based on Selwyn, “those who reach this basic level, achieve the first stages in the route to overcome digital divide”. Therefore, the main challenge in this initiative was to design an Information Literacy Programme which recovers its transformational approach to be implemented mainly in poor communities, for which, this programme adopts two essential axis: Firstly, Based on Participative Action Research, develop an Informational Literacy’s Model which enables to people solve informational problems through ICT, and Secondly, to elaborate, with community members, contents of the Information Literacy process This programme was carried out in a small semi-rural town called Gorbea, located in south Chile to 730 kms. from Santiago. In that town, the researcher announced a programme of information literacy to neighbors whereof results was a set of 10 attendants. Some features of the attendants are as follows: mainly housewives (98%), age average 33 – years and educational level average secondary. Complementary, 33% of attendants are community leaders. From universal access of ICT's perspective, the communities in Gorbea have few alternatives to use digital technologies and the most important is a Community Telecentre, funded by Gorbea’s Municipality. In this place the information literacy was implemented. A remarkable aspect of this initiative is based on the three key objectives combine, with the purpose to overcome inequalities in The Knowledege Society, as well as enable to people in poor communities, advance towards high levels of ICT’s social appropriation. These objectives are as follows: 1. To decrease digital divide in poor communities; 2. To carry out methodological processes of Participatory Action Research (PAR), in which highlight people role in build new and colaboratives learnings, and 3. To design and pilot a new model of Information Literacy in Community Telecentre focuses in poor people
